Activities Updates

Below is a list of all recent updates within activities, along with explanations.

January 2017

These changes are effective from Friday 13th January 2017, resources may not be available until this date, when resources are available hyperlinks will be added below. POR will be updated in the next published edition coming in Spring 2017.

Combined Water and Rock Activities

Guidance has been developed to support the delivery of combined water and rock activities such as coasteering and gorge walking.

Nights Away – Joint Explorer Scout and Scout Network Events

Following a number of enquiries the rules regarding Explorer and Network joint events have been clarified. A clear summary of the rules can be found within the Scout Network Safeguarding and Vetting area of the website.

Royal Air Force Recognition Scheme

The Royal Air Force Recognition Scheme has been refreshed to ensure groups have an easier process to follow in order to become and maintain recognition. The inspections have now become reviews and are only required every three years. The webpages have been amended to reflect all these changes.

Royal Navy Recognition Scheme

The Royal Navy Recognition Scheme has been refreshed to ensure groups receive more support from the Royal Navy. The inspections have now become biennial reviews and are undertaken by a serving officers connected with University Royal Navy Units (URNUs) or local Armed Forces Careers Offices (AFCOs).  This will mean that there is more local support available for RN groups from the Royal Navy. The webpages have been amended to reflect all these changes.

Sailing activities

The sailing review has not resulted in any changes. There have been some small amendments to factsheets and assessment checklists to add references to the a-z directory of activities and remove reference to the Scout Led Activities Index. A Sailing FAQ document has also been created to cover some regular enquiries.

Snowsport activities

The snowsports review has resulted in the combining of ski and snowboard permits to give one snowsports permit, this also impacts on the combining of assessor roles related to this activity. This action should open up the activity and allow more members access to snowboarding activities. POR  has been updated to add clarity and also to introduce a rule requiring the wearing of helmets for all snowsport activities.

Swimming activities

The swimming review has resulted in the addition of another suitable qualification to provide swimming cover. This is the RLSS Open Water Lifeguard Qualification.  A Swimming FAQ document has also been created to cover some regular enquiries.

Visit abroad

Following the launch of a revised Visits Abroad Process in March 2016 the transition period has now come to an end, resources and POR have been updated to reflect this within POR rule 9.64.  An additional document to support adult trips has also been developed.

Archery

Archery has been tweaked following a change in Archery GB to amend the operating remit of a leadership permit holder, this has changed from working with 4 shooters to 6 shooters at once.
Clarification has also been given that Archery Tag and similar activities are not allowed within Scouting as this does not meet the criteria in POR rule 9.36.

Buoyancy aids and life jackets

A minor typo was identified within POR rule 9.43 which has now been corrected.

Caving and Mine Exploration

The cave and mine exploration review identified some minor updates to the activity factsheets and assessment checklists for caving and mine exploration. Also updates to the single rope technique factsheet.

Creative Activities for Public Performance

Updates have been made to the legal resources based on changes in performance legislation for Wales.
Updates have also been made to the other performance resources to correct previous errors, reformat for ease of use and to make all forms word documents.

Cycling

The cycle review identified some additional qualifications and some updates to the existing qualifications referenced. Also an update to the guidance for mountain biking in Terrain 0 has been refreshed.

Hillwalking

The hillwalking review identified that some of the elements within the Assessment Checklist needed to be updated to be more relevant to the environments in which people are operating in, for example removal of avalanche from summer permits. There have also been updates to the NGB qualifications references, replacing WGL with Hill and Moorland Award. Further work continues with the terrain definition review.
Please note that those holding the Walking Group Leader Award with a relevant log book would be accepted as holding an equivalent qualification for a Terrain 1 Summer Hillwalking permit.

Insurance

Updates have been made to a number of rules to reflect the current position regarding insurance.

Other Activities (including axe throwing)

We have made some generic updates to reflect the current language used to describe members with additional needs and also to reflect the reintroduction of Compass as the national membership database.
Axe throwing has been identified as a specific activity within POR and a rule and guidance introduced to ensure the safe management of this activity within Scouting. This also has led to knife throwing being identified as an activity members are not allowed to participate in, this has been confirmed in POR. The A-Z directory of activities has been updated to reflect these changes.

Paddlesports

The paddlesports review identified that the definitions for Open Inland, River, Sea and Surf had been omitted from the factsheets when they were transferred to be webpages. This information has been added to the factsheet pages. Any reference to British Canoe Union has been updated to reference British Canoeing and any old style factsheets have been reformatted to be webpages.

Shooting

A minor update to reflect a legislative change to age of range officers for crossbow activities.

Visits Abroad

A review of the visits abroad process identified some areas for development, this was included defining a visit abroad as well as the process followed for approving a visit abroad. POR rule 9.64 has been updated to reflect these updates, along with supporting material in factsheets and webpages, along with the Visits Abroad Form. These changes are for full implementation by 1 January 2017.

Nights Away

We are experiencing some technical issues with some of the resources in the Nights Away section of the website. If you believe that the documents you are accessing, as per the below updates, are incorrect, please email the Adventure Team and we will ensure you have the correct versions of documents.

Externally Led Activities

POR is being updated to make the use of external centres more accessible. This will allow centres who hold Adventuremark accreditation to be used for Scouting activities. The full version of POR will be updated in the next edition, for now the revised wording is available below.

Adult Groups

POR has been updated to reinforce the delivery of activities for mixed over and under 18 groups. The adult groups factsheet has also been updated to reinforce this.

Archery

Archery has been integrated into the Adventurous Activity Permit Scheme and we have given an implementation period to allow for the processes of appointing assessors and assessing individuals for permits to be established.

Boats and waters

A number of updates have been made to the rules relating to the inspection and use of boats and equipment, and the classifications and use of waters. The inspection schemes have been removed and are now placing emphasis on the operator of the equipment ensuring it is fit for purpose at the point of use. The ability for a commissioner to designate waters for training purposes have been removed, but to allow members the time to complete the permit assessment and issuing process we have allowed an implementation period.

Climbing

Following rule changes in Jan 2014 the revised permits for climbing are now available; this provides a structure for those operating on artificial walls. To support this all resources have been updated including new permits, assessor levels and assessment checklists. This does not affect existing climbing permits.

Nights Away

Rules and guidance have been updated to remove un-necessary barriers to nights away events whilst providing clarity and consistency. The key changes are the removal of restrictions for Beavers and Cubs taking part in nights away events, referencing to new processes such as recording on Compass, removal of the requirement to notify the host District Commissioner and reference to an appeals process.

Shooting

Rule 9.37 has been updated to simplify the wording where possible, reference has also been made to the management of cross bow activities (with an implementation period given to allow time for revising local processes).

Staged and musical performances

The rules referring to staged and musical performances have been simplified to focus on one rule 9.22, bringing more consistency to the way in which performance is managed within Scouting. To support this two new toolkits are available. The assessment process and requirements have been updated, and will become compulsory for all public performance, to support this change an implementation period has been allowed.

Banned activities and Paintball

A lengthy review of banned activities has resulted in the amalgamation of the rules for all banned activities and the introduction of paintballing as an activity for scout members.

Bungee Running

Chainsaws

Climbing

Rules have been updated to remove the ratio’s for climbing from POR and move them to the activity factsheet, clarify the wording of the climbing rules. Specific rules have been outlined for the management of  climbing using auto belay devices and the terrain definitions have been updated to reference where scrambling and movement over steep mountainous ground fit.

Motor Sports

Rowing and Sculling

Kite surfing

Equivalent qualifications and National Governing Body (NGB) changed to the British Kite Surfing Association (BKSA). Leadership permit limitation reduced to a maximum of four people with two kites.
