POR updates

The latest edition of POR (Policy, Organisation and Rules) is due to be released and we are keen to hear your comments on the proposed updates.

POR is our governing document, and contains detailed explanations of The Scout Association's principles, policies, governance and rules. Any amends to POR always follow a three stage process:

  1. Consultation with senior volunteers and relevant staff members.
  2. A pre-launch check with members via this website.
  3. Launch of the new version of POR.

We are currently at stage 2, the pre-launch check with members. The PDF below contains the proposed amends for the January 2014 version of POR (changes are highlighted in red):

Additional alternative Promise

The introduction of an additional alternative Promise is not included in the proposed amends document as this has already been agreed and communicated. It will be included in the final version of POR for 2014.

Adventurous Activity Permit Scheme – Moderation (Rules 9.7s – 9.7u)

The adventurous activity permit scheme is a national internal assessment scheme within Scouting to ensure that those leading adventurous activities have the skills and experience to do so safely. The moderation of the scheme is a new addition to POR that was not included in last week’s pre-launch checks document, our apologies for this omission.

Compass – mandatory data storage and youth joining form

We are a membership organisation and need to keep basic information on all of our members in one place. Data on young people and parents is currently held locally on paper, spreadsheets and in databases across our many Groups and Sections.

This system will mean members are no longer required to pass details of their young people to Districts and County/Area/Region level and HQ for Census or other needs, as all data is already in one place.

To confirm, it is proposed that a joining form for youth members will be introduced in 2014 to complement the adult joining form when Compass is live. This will be available in both soft and hard copy format, although people joining can be simply administered online directly into Compass.

A wide variety of forms exist locally to capture information about young people joining. When we looked at 80 different forms from across the Movement only a handful were compliant with best practise in terms of data protection.

In order to make this process consistent across the UK and to help the Movement abide to data protection legislation, The Scout Association is introducing the youth member joining form (similar to that used for adults) to ensure data is collected in the right way. This form will complement the Compass joining process and can be used when information cannot be entered directly into Compass. Members will be involved heavily in testing the new form during development.

Members have until 6 January 2014 to feed back on the proposed changes in the PDF. The amended version of POR is planned for launch at the end of January 2014.
