Policy, Organisation and Rules (POR) defines the structure of Scouting in the United Kingdom, the Channel Islands and the Isle of Man and provides information about its management and training.

Scouting’s Policy Organisation and Rules (POR) provides support and guidance to help us all run Scouting. Following a series of reviews and consultations with members, a number of updates have been made to the January 2019 edition. These include updates to:
First aid, high ropes, home and hosted hospitality, horse riding, martial arts, nights away, paddlesports, target sports (including archery, fencing, laser games, paintballing, shooting, tomahawk throwing) trampoline parks, and visits abroad have been reviewed. The appointments process has also been rewritten to clarify on training and other rules and make it more clearer and understandable, it also now reflects the changes to the process that have come from the introduction of Compass.
