Accounts and insurance

These pages are intended to assist you in finding the resources that you need, including those published by the Charity Commission for England & Wales, the Office of the Scottish Charity Regulator (OSCR) and the Charity Commission for Northern Ireland as well as HMRC. There will also be clarification of a number of technical issues which are frequently queried by members.

The contents also include information on how tax and VAT affects the movement. If you have any comments or requests for particular topics to be dealt with please send them to finance@scouts.org.uk

POR contains the rules on finance but it is not designed to give detailed guidance on how to operate. Guidance is given in a number of factsheets and publications produced by the adult support team, and these finance pages supplement that with coverage of technical tax, VAT, accounting and reporting requirements.

The finance department based at UKHQ consists of a team who are happy to answer your finance questions and queries. We are here to help you, from being a sounding board for an idea you may have to helping you understand some of the complexities of charity accounting and VAT.

We can also give advice on a whole range of finance-related issues, ranging from POR banking rules to regulatory guidance on reserves.
